Pre-licensing education (PE) is federally required under the SAFE Act before you can take the SAFE MLO Test. The national baseline is 20 hours covering federal law, ethics, non-traditional mortgage lending, and general mortgage knowledge. Individual states can — and many do — require additional state-specific hours on top of the 20. All PE must be taken through an NMLS-approved course provider, and the provider reports completion directly to NMLS on your behalf.
The national 20-hour SAFE PE course is standardized across all approved providers. Content is broken into: federal law and regulation, ethics (including consumer protection and fair lending), non-traditional mortgage products, and electives on general mortgage lending topics.

Many states require additional state-specific hours covering state statute, licensing rules, and consumer protection. Those hours are separate from the national 20 and must be taken from a provider approved to deliver that state's curriculum.
SAFE PE can be taken instructor-led (in person or webinar), online-instructor-led, or as an online self-study course. Self-study courses have proctoring and attention-verification requirements to satisfy SAFE Act 'seat time' rules.
Approved providers upload completion to NMLS, typically within a few business days. You do not submit certificates yourself. Until the PE line item on your NMLS record shows complete, you cannot register for the SAFE MLO Test.
PE does not expire for the year it is completed, but a course older than three years without a license issued in that period will need to be retaken. Verify state-specific expiration rules on the NMLS state page.
You need an NMLS ID for the provider to report completion. Create your individual account first.
Some sponsoring companies reimburse or provide PE through a preferred vendor. Ask before enrolling.
