The new law matters because it could make qualifying off-site constructed homes easier to place, finance and discuss with Florida buyers.
The Florida factory-built homes zoning law is now on the books, with Section 553.385 requiring qualifying off-site constructed single-family homes to be treated the same as site-built homes for local zoning purposes, according to HousingWire’s Sept. 22, 2026 report.
For loan officers, the practical point is simple: if a borrower is considering a qualifying factory-built or off-site constructed home in Florida, local zoning can no longer treat that home differently just because of how it was built. The law also preserves neutral design and development standards, so local review does not disappear.
